The book examines two of the most prominent developments in contemporary democratic politics, party change and political personalization, and the relationship between them. It presents a broad-brush, cross-national comparison of these phenomena that covers around fifty years in twenty-six countries through the use of more than twenty indicators. It demonstrates that, behind a general trend of decline of political parties, there is much variance among countries. In some, party decline is moderate or even small, which may point to adaptation to the changing environments these parties operate in. In others, parties sharply decline. Most cases fall between these two poles. A clear general trend of personalization in politics is identified, but there are large differences among countries in its magnitude and manifestations. מן התוכן: המאמר עוסק במדיניות ציבורית ומדיניות ניהול משברים. במסגרתו נדונות הסיבות האפשריות לקיומה של מדיניות תגובה דיספרופורציונית – בלתי מידתית, המאופיינת בחוסר איזון בין ההשקעה במדיניות ציבורית ובין תשואותיה. סיבות אלו מתוארות תוך ביצוע הבחנה בין תגובות מדיניות הנובעות משגיאות ובין תגובות מדיניות הנובעות מבחירה – "רטוריות" ו"דוקטריניות" בהתאמה. המאמר סוקר ספרות מחקרית בנושא מדיניות דיספרופורציונית, תוך הפרדה בין תגובות מחדל ותגובות של פעולות שווא, ומצביע על הקשר שבין סוגי תגובות אלו ובין הרוח הרטורית ורוח הדוקטרינה. במטרה להצביע על ישימותה של הבחנה זו, בין הרטורי לדוקטריני, נדונות דוגמאות בין-לאומיות מתחומי הצבא, הכלכלה והסביבה הממחישות את טבען האפשרי של תגובות דיספרופורציוניות. אחת מהדוגמאות המוצגות מתייחסת ל"דוקטרינת הדחייה" ממלחמת לבנון השנייה. המאמר מוסיף ידע יקר היכול לסייע בחקר תהליכי עיצוב וקביעת המדיניות הציבורית בכלל וזו המתקבעת בעתות משבר בפרט.

Contrary to most readers who have emphasized the notions of passage or liminality, I demonstrate in this study that Van Gennep’s Rites de passage is articulated around the four notions of sequences, margins, passages, and schema. Subsequently, the main claim of this article is to propose the idea of social kinesis—or social rhythm—as the crux of Van Gennep’s theory. Such a fresh reappraisal of Van Gennep is also an opportunity to show how Pierre Bourdieu sought for social laws and regularities in a rather deterministic fashion, and completely overlooked Van Gennep’s idea of motion. More importantly, this article is an invitation to reconsider Van Gennep’s epistemological approach as a bridge between the social and the life sciences. Notwithstanding the significance of a positive bureaucratic reputation, the average bureau functions amidst deep-rooted public hostility. Bureaucracy bashing presumably weakens public sector employees’ commitment to their bureaus, which is known to undermine public sector performance. Motivated by these concerns, this paper investigates whether exogenous signals regarding a bureau’s reputation affect the organizational attachment – identification and commitment – of its employees, and the variation in employee responses. Employing an experiment at an Israeli welfare bureaucracy, we show that the organizational attachment of employees who feel central and influential within the bureau is unshaken, and even reinforced, in response to negative reputation signals. Conversely, employees who feel marginal and powerless are receptive to both negative and positive reputation signals. Academics as well as politicians have been relating to the question of how states should cope with immigrants; but 96% of immigrants end up in cities, and in Europe and the USA, two thirds of the immigrants settle in seven or eight cities. Indeed, most of us encounter with immigrants as city-zens, in our everyday life, rather than as citizens of states. So how should cities integrate immigrants? Should cities be allowed to design their autonomous integration policies? Could they issue visas and permits to immigrants? Should immigrants be granted voting rights in local elections before naturalization? And how do cities think about these issues? An old methodological obstacle confronts the use of Life Satisfaction surveys in Happiness Studies: a problem that economists recognize by the name of (the impossibility of) interpersonal comparisons of satisfaction/utility. But the recent implementation of insights from happiness studies into policy making transforms an originally theoretical obstacle into a real-world problematic, providing substantial motivation for engaging with this issue. Just this problem is highlighted by recent critics of happiness surveys. This paper locates the problem currently facing happiness studies at the intersection of two traditions or two histories: that of economic methodology and that of psychological methodology. Three dominant approaches to the issue revealed through these histories are identified: ‘the skeptical approach’, ‘the pragmatic approach’, and ‘the ethical-normative approach’.
